Doesn't Winky get drunk after many butterbeers? If I am remembering correctly, it is very lightly alcoholic. For it to take several to get a tiny house elf drunk, it probably wasn't a problem for the kids. Perhaps it's similar to lemon lime and bitters, very little alcohol and children can order it/drink it.
